Thank you for kind words. Not entirely sure, but think Blinken opposes it. Part of it (at least to date) was domestic political incentive structure in place. GOP and MAGA was hammering on escalation risks. But this should lessen going forward with Speaker Johnson calling for Biden to allow deep strikes etc.
